  3. What you're describing isn't democracy. It's technocracy, which has several problems that make it inferior to democracy. You mentioned a few metrics to determine who gets to lead. Who decides which metrics matter? What if I don't care about the environment progress made and I care more about the social progress, e.g more civil liberties like free speech, women's rights, etc? So the criteria to use isn't universal. People value different things. Which is why democracy is better. It allows everybody to vote based on the things that matter to them
