Easy fix - free tertiary education unless graduated and working in Europe for 10 years. If they leave for higher paying jobs in USA, the full cost of education gets paid by USA or the student - either way the country who foot the bill is not only compensated but profits from it. How would you enforce that? By being their passport issuers, obviously. Poor people would be happy to have a whole life of better income in exchange for 10 years. Wealthy people getting free education would be happy to pay for education they could afford anyway if they wanted to break the arrangement. It's a pretty simple problem. Brain drain is only real when access to education is paywalled.

Real talk, there are no trickle back benefits. USA gives more rights to rentseeking companies than their own people. EU student grads who become too ill to work will return to the EU for social services after working for high paying jobs in USA, awarded to them by their EU educations. That's a system guaranteed to only cost EU and benefit USA overall. After "innovating" in USA, those companies extend copyrights and patents for decades beyond the intent of the law thanks to loopholes, and they dodge taxes which poor Americans pay for by other means like tax loopholes, further contributing to the depravity and violence which the USA is known for, perpetrated by desperate people and communities who are stuck with the costs of luxuries that high income earners enjoy: from roads and suburbs to healthcare and investment income. If Europe doesn't address the cost of training before talent leaves then there's only a cost liability for them to expect from that citizen in the future, or nothing at all. Either way they get nothing or lose from investing in citizens. It's absurd to do math with hope when a simple 5 paragraph loan agreement with forgiveness after x amount of tax contributions are made in Europe would suffice. It's really not that complicated.
