  1. Major correction : everyone expects tsunamis and earth quakes coinciding. The word tsunami is Japanese isn't it? Earthquakes cause tsunamis. Japan being one of the most earth quake prone regions on earth, where they teach kids how to be safe during earth quakes in schools because they are hundreds every single year. It is patently false to say Fukushima was thought safe, the reality is it was deemed safe "enough" that they'd just spend on all this containment in the unlikely event it occurred during the lifetime of the plant. It was absolutely contemplated ahead of time though.
