Putin would absolutely be the type of psychopath to actually use a nuclear bomb to put hie name in history. He's already blowing up cities and apartments to steal property, and for for the second time in a decade, no less. That is precisely the character who would be statistically likely in the 0.1th percentile of all human beings to use a nuclear bomb.
