  1. Arm is RISC-V, and amd/Intel were fully invested and betting the farm on an architecture that was proven, it would've been insane for either to bet the farm on a guess after billions invested. Chip design is a long-term game. It takes years to design a new chip even on an ISA everyone on staff is expert in. I don't think anyone would say that betting on arm made sense when 5 generations of x86 CPUs were already in development and successful AF.

  2. RISC-V has open instruction slots anyone can assign to new tasks. That's what arm is, RISC-V with a proprietary set of a bunch of specific instructions tacked on to the end, I think. Meta is also designing FPGA and ASICS on RISC-V, along with Google, Apple, MSFT and Nvidia.
