  2.  @alisin1dland68  Does the council keep a pile of brown envelopes at the front desk, for the convenience of residents, who feel obliged to hand over 'tips' to the staff, to get priority services? Or perhaps a list of phone numbers people can call to get their computer 'fixed'?
