  17. Completey wrong. Since student loans were introduced, the total number of places has massively increased and the number of student from poorer areas has increased significantly. The number of university places, in the years of student grants, was rationed by the government. That was the time when university was for the wealthier classes. I am a plumber who left school at the age of 16.
