  1. We need to overhaul to entire civil service: they have to fire-able; compartmentalization has to be improved to reduce the proportion of the workforce with higher-level access. Workers should be shielded from intelligence related to their work. Supervision has to more effective: there's too much of this "I don't know what he was doing" BS coming from supervisory positions. The "rubber stamping" mentality is the rite of passage into the civil service mystique.
