  1. Territories are possessions of the US federal government; it's a technical phase marking the transfer of ownership in the international context. They have only the constitutional protections congress deigns to confer. It's a shame this transitional phase has been dragged out to such an extreme. These possessions should have been militarized, or become states, long ago. Instead, they languish in a corruptible limbo...because, exploitation is easier than development.
