  1. The only way to keep democracy from ruining the republic is to complexify voter qualification: "one person, one vote" was NOT the original design. Originally, you had to be a property owner to vote. This one requirement virtually guaranteed high IQ voters, since one rarely rose to a position of prominence without possessing, at least, average intelligence. Low IQ voters tend to vote themselves free stuff, because they're not smart enough to understand what's wrong with that idea.
