  1. Can someone please explain to me how a specific implementation of border security policy gets to be a line item for congress to dicker over? Does congress decide which brand of toilet paper is used on navy ships? Whether cargo netting will be tightly or loosely woven? On what basis does congress presume to dictate the STYLE of border barrier to be employed in border security considerations?!!!
