  1. "Inefficiency"? Hmm...Every government, at every level, in the US, including the top level, the federal government, is a LEGAL CORPORATION. However, government corporations get to pull a little trick that other corporations do not: they begin each budget year at "0". Carry-over from the previous year is not considered as the starting point. Government is extremely profitable! It's just, those profits don't accrue to you in any way--except, maybe, in the case of a big tip from Pelosi to her hairdresser. All corporate entities are required by law to file Comprehensive Annual Financial Reports, CAFRs, which account for everything. The study of this subject is forbidden.
