  1. Language shapes mind. So, "disinformation" is different from "misinformation", the former being malicious, and the latter benign. All information is misinformation since it is impossible to convey perfectly complete information. Each and every expression of information is necessarily incomplete, and, therefore, benign misinformation. Disinformation is deliberate misinformation for a purpose, and about the only thing that distinguishes it from misinformation is intent. So, you ferret out disinfo if you can read minds, but misinfo? Nope.
