"Informed"? In my conception, "information" is simply "data". So everything informs, according to your perceptual abilities. Data quality is always an issue, though. Hmm...at what age is a person perceptually able to "smell a rat", as it were, detect inconsistency in data? Or is this ability the culmination of an inherent skill, practiced to sufficient perfection?
The unacknowledged reality is that knowledge cannot be transferred; it has to be inculcated. If you haven't done the work of collecting information, analyzing it, and then realizing the extent of its validity and applicability, you can't "know"--you can only remember...voices of authority...making pronouncements of "fact"...Believe It, Or Not...is your only choice.
