  1. I don't suppose legislators work for free during a shutdown. Or do they work at all? Almost all legislation involves funding. But there's no new funding happening during a shutdown, right? So any legislation created or voted during a shutdown is little more than an exercise. Does she think she'll eventually wear down Trump? She's delusional enough to imagine so. She'll find, I think, that stubborn isn't good enough when those you represent are clamoring for action.
