If they now still refuse to negotiate, Trump wins, since it will be obvious that dems are unserious tyrants--a discernible ding to their rep; if they negotiate, Trump wins. If Trump doesn't get what he wants, it's a second round of an even more serious shutdown. Every time this cycle repeats, dems lose.
