  1. Strict adherence to accountability procedures would flush out the "bad apples". Supervision of the system is the core problem. A proper implementation of AI could make clear the state of performance of the system allowing efficient correction of problem areas. It is possible to squeeze the corruption out of the system. Most government functionaries enjoy a bubble of privacy in their job activities that tempts them to take advantage of their relative invisibility to current accounting mechanisms. They know what they can get away with! Eliminate that knowledge and the work force will be on its heels doing its best work, because they know they'll be found out if they try anything improper. "I don't want AI watching me all the time!" Tough! Get used to it, or go away! If you give a full day's work for your bloated wage, you've got nothing to worry about, right!
