  1. The federal bureaucracy IS the Deep State. They're like little tiny judges: once appointed they can't (practically speaking) be fired. When they age-out or resign, they can be replaced--with the politically sympathetic. The recent spate of 2-term presidencies has allowed more of these sympathetic replacements.
