  2. "Accountability" can only come by enforceable standards. But government functionaries are loathe to submit to such constraint, so there's no mechanism for the enactment of such standards in law and policy. Is there nothing that sets out what a city is allowed to do? Are there no founding documents? Sure there are! But you can't find 'em! hahaha
