  1. Yeah...way back when...every city had a "DPS", a department of public safety. What happened, structurally, to allow the DPSs to disappear? The function BELONGS at the local level! Is the central government saying it has to handle everybody's DPS functionality, since the localities are no longer doing that important job? Handy, in that case, that there are no DPSs...
