  1. "He who has the might has the right." The law of the jungle...it's rock bottom. We've spent thousands of years trying to rise from that bottom, producing civilization in the process. That's a bare minimum grasp of history, without which, little makes much sense.

  2. The city govts that stand-down their law enforcement make themselves liable by doing so: they will pay for the damage they refused to mitigate. That's the law. We'll see how that law can be politically ameliorated...Maybe some cities will be deemed, "too big to fail"...
