I'm still waiting for somebody, anybody, to explain to me where congress gets off line-item micromanaging the executive function. Common sense says the exec puts in for money for various categories of functional expenditure, but that within those categories the exec manages the details of implementation. Congress micromanaging these details is BS, and dysfunctional. "Border barrier" is NOT a category, it's a detail. If the exec decides to buffer the entire border with chinchilla farms, tough shit! Take him to court; but that's just what they don't want--hell, they could lose. No, they want to pre-empt that necessity. It's the same thing they're up to with the socmeds, trying to get the likes of Suckerberg to exercise the draconian policing powers they themselves would like but can't have because...unconstitutional. Congress? "Grimy" is the word that comes to mind...yeah, "untrustworthy, doing wrong to others to gain something, selfish", about covers it.
