  1. "QUALIFIED for housing and urban development"! HAHAHA "Qualified"...let me catch my breath...aahhh. Consider the primary qualification for ANY administrative position: proven organizational acumen. That's all you need for any admin position. In tech it helps a little to have some general technical understanding, but it's CERTAINLY not required. If you think otherwise, you haven't BEEN THERE! A world class surgeon certainly has demonstrated an above-average ability for organizational endeavor.
