  1. I think the chief got canned because he got caught...doing what the people of Burlington want done. That's actually how politics works, traditionally. Think of it as the "social" side of the law: maybe the law doesn't ALLOW for the social discouragement of the undesirable element, but that's the way it goes, to the delight of everyone in Burlington.
