I suspect there's been a strong undercurrent of sentiment in the underground tech community developing in these recent years as the insane left has become problematic. Those heavily steeped in a "hacker ethos" possess a sense of ultra-agency..."I have a peculiar set of skills..."..."Mess with the best, die like the rest." You think an armed population is a threat to those in power, and you're right. But guns are old tech. Now, consider a population armed with the modern digital equivalent of the hydrogen bomb! THAT'S what government everywhere is worried about!!! And THAT'S what they're trying to outpace, to get ahead of, before they are at an impossible disadvantage.
Who, in this world, can communicate/organize SECRETLY? This is precisely the capability government is driven to control: government secrecy = good; popular secrecy = evil, danger, uncertainty, loss of control. The people who clearly understand technology are in the best position to circumvent it. Motivation to action is the critical factor...think, "tipping points"... I'd bet, though, there is important communication/organization going on in a community ostensibly so dedicated to freedom...secretly.
