  1. The first solution an executive would think of would be to increase the effort/manpower applied to the task of processing applications for immigration. He'd first clear the backlog, then adjust staffing to maintain flow with minimum backlog. Then, he'd streamline the application process, itself, which would require congressional action. The nice thing about a good executive is he knows how to run a corporation; and the united states is a corporation. Political activists of every stripe forget that fact, or don't credit its value; but it means process is king, not a person.
