  1. About 25% of the population are technically mentally retarded. They are congenitally unable to perform most work functions and are therefore unemployable. The societal problem stems from the difficulty of dealing with this contingent without depriving them of "rights". They should be "taken care of"; sequestered and managed, as one would a lame animal. By some estimates, this contingent of stupid people accounts for the vast majority of crime. Eventually, we will have to have a competency standard for participation in society, those failing the test being remedially sequestered from unrestricted participation in the sociopolitical sphere! There is no other solution.
