..."it is not constructive to demonize youth who have otherwise been starved of opportunities in their own communities"! Oh yes it is! It's very constructive to get them off the streets and into supervision! It may sound cruel, but these "youth" don't matter to society, except as a problem. Society marginalizes, for its own sake, those who will not participate in it. It's a law of Nature.
