Are they complaining they're not smart enough to make a rule that accomplishes their purpose?! hahaha...Women can't make rules that function, nor legislation that makes sense because...they're WOMEN! Women don't DO LOGIC! Perhaps, they know that a complete, fully qualified rule expressing their intention would be textually offensive, potentially illegal, and probably unconstitutional. So, they fudge the language to stay out of that trouble, while expecting everyone to respect what they imagine might be the point of the rule! It's the game of "You know what I mean even though I can't say it." This bullshit tires itself out...
