  1. You're exactly right, Greg! And the effort to get them off the streets will clarify the matter of the civil rights of the societally incompetent. It is cruel to force incompetents to make their way in a world they are incapable of navigating! It would be a mercy to them to limit their rights to independent misery.

  2. The justice system should differentiate the criminally-minded from the rest and "treat" them in a special way that makes it more difficult for them to reenter society on the same treadmill as the other convicts.
