  2. The culture of Haiti accepts kitty stew on the menu! That's a fact. Transplanting a Haitian to American soil doesn't automatically reform his learned sensibilities in the American style! So, incredulity is inappropriate. The local government is making unreasonable assertions on the basis of no evidence. If the local govt was competent it has been tracking the numbers of ducks and geese maintained in their parks. Documenting no change in those numbers would be evidence that stories to the contrary are false. The most prolific source of information is going to be police body cams--especially if the footage is released to the public. The panel seems appalled that the stories might be true, and so they dismiss the stories out of hand without examination or consideration...indicating there's a mental block afoot.
