I think the "sanctuary city" is a violation of the Constitutional guarantee of "a republican form of government". The meaning of "sanctuary" in this context is a place where fugitives are immune from arrest. The resources the city gets from its residents are required to be spent in the service of those residents. So, it must be at least "fraud" for the city to divert the resources chartered for the residents' services to charity! Every city government has a charter that specifies duties the city must perform. Anyone entering the country illegally is subject to arrest; anyone harboring such a criminal is violating the law in so doing. They think you can't arrest a CITY! But you can sue a city into oblivion for fraud and fiscal mismanagement. And I don't see why you couldn't arrest the entire city government...
