  1. "Systemic racism" is an idea, a concept--an imaginary reality--of a racism that is inherent in a system. It doesn't exist in reality; so, it cannot be directly addressed--that's just the way it is with things that don't exist in extant reality. Maybe you can calculate that if you do this, and then that, you'll affect the "systemic racism"--but it's all guesswork! Politicians make their hay by cloaking guesswork in truisms and shows of conviction.
