The rhetorical question intended literally by implication in a feeling context, so that you feel naturally led to the same conclusion. It's a devious conditioning trick.

  2. An unpublished standard in this context is no standard at all. It is not extant, so how can it be applicable! Get the board to acknowledge the primacy of logic as a standard. Meaning, if the board does not submit to the logical standard, it must be impossible for them to accomplish the purpose of their existence, rendering the board nonfunctional, and, therefore, illegitimate in its existence.
