  1. The sad fact is most employees are more concerned with CONTINUING to work than they are with ACCOMPLISHING the work. So, you have a boss that wants to get things done (i.e. accomplish), and a work force invested in their "job security" (i.e. continuing). In many situations these days, when your work is accomplished your employment is finished. There's a natural tendency to "pad time"...you don't want to "work yourself out of a job", now, do you?
