  1. ICE cannot be "abolished" since it's an integral part of Department of Homeland Security. You'd have to laboriously refactor most of the "patriot" legislation from 2001 in order to accommodate this proposed "abolition". The government function of border and customs control is constitutionally-mandated: the government simply must exercise this function. But I get the sense that some people advocating for this abolition think that without ICE there would be NO border control--and that's absurdly impossible.
