  1. Good thinking, Neil-self! Try this on for size: there may be tens of thousands of ex-govt employees out there--that's tens of thousands of potential LEAKS!! This IS the sieve that govt leaks like when it's said that govt leaks confidential information like a sieve. You want robust confidentiality? Eliminate the sieve. But this indicates the hidden value of this "keep you clearances forever" policy: deliberate leaks. Then there's also the post-employment gold mine that is the govt clearance: some businesses snatch such candidates up greedily for the advantage they promise by their special govt access.
