  2. Uh, no Constitutional amendment! COG has been in place for decades. There's no reason effective elections cannot be held on short notice, except for the institutional inefficiency of government which is always lazy. They propose legislation to rescue them from their inefficiency! And the "unintended consequences" of their ass-covering show up ten years later without a hint of the ancient cause, prompting new legislation to deal with the mysterious consequence. So 'round and 'round we go...
