It started when Canada called out china about the genocide regarding the Muslims, a month later,, this story started in the media. It worked VERY well as a distraction. Even 9000 children graves have been found in Ireland, but even that is shadowed by these history lessons.

If they always marked them, and they're special places, where are they today? They should be very easy to find, right? These seem to be European traditions. If you watch natives in other countries, you will notice they all have their own unique way of treating their dead. Maybe they didn't mark these graves because it wan't their tradition to do so. People know where to look for these lost graves, so records are obviously known.
