  1. They can simply have a PO box in town, problem solved. Or a rural mega mail box in certain locations. Times change. Do they still deliver mail by boat in Canada, no, they don't. They have to go to town to get their mail now. Same thing. Delivering "letters" to every rural address seems a bit outdated. Get the internet, lol or pay for delivery.
