  5.  @lewisdelicata5334  It makes sense. Ukraine knows it will not defeat Russia. Most of those apartments and residential areas are abandoned, the people have fled. In a last ditch effort to get Nato to defend the air space, and join the war, they could easily bomb and distroy their own residential areas and blame the Russians. . They are going to lose power very soon anyway, they have nothing to lose. .
