I remember years ago seeing a press conference in which a government official, I can't remember who, was questioned about the staggering sum of money that's been spent on the "War On Drugs" with no measurable results as there are more people on drugs now than there was when the war started. Her response was "Well, we had to do something." Whenever the federal government gets involved, things become way more complicated with tons of money wasted.
