  1. When Castro took over Cuba he made it mandatory for all citizens to own a gun and to be proficient in its use with annual testing to assure people are fulfilling the mandate. The idea was that people could defend the nation if it were attacked. It was not to have people shooting each other. This information was imparted to me by my father-in-law whose grandparents owned land in Cuba during the 30s, 40 and 50s.
