  2.  @philipjfry1383  By "taken care of" i mean CA has done nothing about them but it still costs money cleaning up their mess, at least in San Francisco. Nor has any effort been made to sem the tide of the growing population. That doesn't alter the fact CA has dropped the ball on resource management despite punishingly high taxation of what productive citizens they do have.
