  3. He was preoccupied with damage control over Monica Lewinski and didn't deal with intelligence information that the mullahs were planning something big. He thought talking about it would be perceived as trying to take attention away from his affair with Monica. "Diversionary tactics" I believe the media calls it. He did pass along the information to W who also dropped the ball.
