  1. Some roads ad neighborhoods are so bad the city simply block them off. E. Cleveland didn't want to be a part of bigger Cleveland, opting to stand on its own. Economic base was lost, and you have Detroit 2.0. E. Cleveland is definitely one of the worst places for deterioration in the country. No place in America should look like this.
