  1. Not too long ago these hoods were totally dark at night. Detroit has managed to put in quite a few street lights.

  4. Ukraine gets 100 billion of our dollars and counting. Detroit gets nothing. But somehow they did manage to scrape up the money for some new street lights a few years ago.
