  1. By now we should realize that main stream media does not do their research. They frequently interview biased individuals hankering for free publicity. Happens at highest levels including CNBC and others. Of course, congress has the power to modify existing legislation, especially if they are modifying the rules rather than the statute. In fact rules can be modified by agencies rather than legislatures if the rule change does not directly conflict with the statute.
