  1. Large developments often have bond debt for infrastructure and land development. In our area the payments are included on property tax on each lot. These bond payments can be several thousands of dollars as special assessments. The builder has to pay these for every lot they own. Therefore there is some degree of motivation to build out and sell for somewhat less. There may also be obligations to build out developments. For sure, they also need to build out recreational facilities, pools, clubhouses etc. The machine may not be able to be stopped once started.
