  1. Actually, taxes per completed are generally estimated. Also, move in ready or resales of newly built house typically, atleast in our area, carry a premium to new construction contract, presumably because of the 8 months to 1 year delay. Cant speak for other areas. Certainly not seeing any depreciation on the new houses upon title transfer. Have seen many flipped construction contract flips for large gains. I am professionally engaged in services almost 100% in new construction. Again, only can speak for my area. Yes, specs are not the normal but they usually build a few but generally close prior to completion.
